The Paducah Cooperative Ministry seeks to do God’s work with human hands by drawing together individuals and congregations to respond to basic human needs and conditions.
By examining needs, determining priorities and strategies, and implementing action, we seek to:
Provide programs and services to meet human needs
Promote a spirit of trust and cooperation among individuals and groups to meet the needs of our local community
Give visibility to human needs in the city of Paducah and McCracken County
Encourage community organizations to work together to meet these needs.
Led by Executive Director Lacy Boling, our dedicated staff works tirelessly to provide essential support to those in need, offering services, guidance, and hope. They are supported by a committed Board of Directors, elected from participating congregations, who help ensure our mission remains strong and impactful in the community.
The Finance Committee, chaired by a board member—ideally one with financial expertise—plays a vital role in ensuring the fiscal integrity and sustainability of PCM. This committee works closely with the Executive Director to develop and present the organization’s annual budget for board approval and is responsible for maintaining and reviewing PCM’s financial accounts each year. It also oversees the creation and annual review of a comprehensive Financial Procedures document, which serves as a guide for handling funds, transactions, and other monetary responsibilities. In collaboration with the Board of Directors and the Executive Director, the committee helps establish and implement a long-term financial development policy and plan. Additionally, the Finance Committee ensures the proper maintenance of PCM’s assets—including real estate, vehicles, and equipment—recommends the purchase or sale of property when necessary, and oversees all related insurance matters such as property, liability, medical, workers’ compensation, and vehicle coverage.
The Personnel Committee, chaired by a board member, is responsible for overseeing all matters related to staff management and development within PCM. This committee conducts an annual evaluation of the Executive Director and ensures that the Executive Director carries out yearly evaluations for all other staff members. Working through the Personnel Committee Chair, the Executive Director provides recommendations to the board regarding employee compensation packages. The Executive Director is authorized to hire and discharge individuals for all budget-approved positions, doing so with the advice of both the Personnel Committee Chair and the Chairperson of the Board. In cases where the Personnel Committee Chair and the Executive Director disagree on an employment matter, final authority rests with the Executive Director.
The Outreach Committee, led by a board member, works in partnership with the PCM Community Engagement Coordinator to promote and educate the public about PCM’s mission, purpose, and activities. This committee focuses on building and strengthening relationships between PCM and the wider community through ongoing engagement efforts. In addition to fostering awareness and support, the committee encourages community members to contribute to PCM’s ministry through financial donations, in-kind gifts, and volunteer involvement.

Fresh Start Village, our transitional housing program for women and children, is more than just a shelter—it’s a supportive community that empowers families on their journey to independence. Through comprehensive services, including life skills workshops, job readiness training, financial planning, and access to essential resources, we provide the tools for lasting stability. In 2024, Fresh Start Village served 91 adults and 70 children, with 69 families successfully transitioning into stable housing and a brighter future.
Bridges Out of Poverty is a transformative program designed to help communities, businesses, organizations, and individuals better understand and address the complexities of poverty and homelessness. Through insightful training, it provides concrete tools and strategies to create meaningful change. Participants—whether community leaders, business owners, or concerned citizens—will gain valuable insights into the causes of poverty, the “hidden rules” and language of economic classes, and the essential resources needed to support those in need. By fostering collaboration and awareness, Bridges Out of Poverty empowers communities to create lasting solutions for individuals facing economic hardship.
